Resolution Commemorating the Institute of World Affairs

WHEREAS, The mission of the Associated Students of San Diego State University is to educate students about, and promote involvement in the governance of the university and the affairs of the local community, and to represent student interests in governmental issues on city, state, and national levels, and
WHEREAS, San Diego State University is Located in a large and ethnically diverse metropolitan center bordering Mexico and on the Pacific Rim, the University uses the social, cultural, scientific, and technical resources of this region to enrich its teaching and research programs. Through its teaching, research, and service, the University is primarily responsive to the people of California as well as to the needs of the regional, national, and international communities it serves; and
WHEREAS, everyday 24 million drivers are placed in jeopardy because of unlicensed, untested, and uninsured drivers. SB 1160 (Cedillo) will give licensed drivers confidence that all who share our roads understand our rules; and
WHEREAS, current law recognizes undocumented students contribute to the community and participate in our public high schools, colleges, and university; and
WHEREAS, the inability to obtain a driver’s license disrupts a student’s learning environment by restricting access to the campus resources/facilities such as evening library hours or extra-curricular activities in the long run endangering the academic success of such aforementioned students; and
WHEREAS, hard-working, taxpaying California residents need automobile transportation to work, school, and care for their families and therefore are forced to drive even if they do not have the proper training, insurance, or driver’s license, thereby compromising highway safety; and
WHEREAS, Californians cannot purchase auto insurance without a license, the current exclusionary policy contributes to the current climate in which approximately 5.3 million out of 24 million drivers are not insured, and THEREFORE BE IT
RESOLVED, that the Associated Students of San Diego State University endorses SB 1160, a measure to improve highway safety by ensuring that millions of additional California motorists are licensed, properly trained, and fully insured; and BE IT,
RESOLVED, that Associated Students help build support for such a public policy measure by encouraging its members and other organizations to advocate in favor of this reform and join the coalition supporting its passage; and BE IT,
RESOLVED, that copies of this resolution be sent to Governor Schwarzenegger, Assembly Member Diaz, President Steven L. Weber, the University Senate, External Affairs Board, CSSA, USSA and the Daily Aztec.

An act relating to drivers, and declaring the urgency thereof, to take effect immediately.

SB 1160, as introduced, Cedillo. Highways: drivers.
Existing law makes it unlawful for a person to drive a motor
vehicle upon a highway unless that person holds a valid driver's license issued under the Vehicle Code, and provides proof of financial responsibility.
This bill would express the intent of the Legislature to enact
appropriate legislation that improves the safety of all California
residents while operating motor vehicles upon our highways by
ensuring that all drivers of motor vehicles are properly licensed, tested, and maintain proof of financial responsibility.
The bill would declare that it takes effect immediately as an
urgency statute.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. It is the intent of the Legislature to enact
appropriate legislation that improves the safety of all California
residents while operating motor vehicles on our highways by ensuring that all drivers of motor vehicles are properly licensed, tested, and maintain proof of financial responsibility.
SECTION 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order to reduce the number of unlicensed drivers on our
highways, who account for 20 percent of all accidents and, thereby, compromise public safety, it is necessary that this act take effect immediately.
