I. CALL TO ORDER
Chief Justice Scarlett Walker called the meeting to order at 8:02 a.m.
II. ROLL CALL

- Voting Members Absent: Grace Cho
- Non-Voting Members Present: Janice Dils, Vice President of Student Affairs and Campus Diversity Designee
- Non-Voting Members Absent: None.
- Guests Present: None.
III. APPROVAL OF AGENDA
It was moved and seconded to approve today’s agenda.

IV. APPROVAL OF PREVIOUS MINUTES
It was moved and seconded to approve the previous minutes of 9/11/25.

- Wishing Olivia Van Winkle a happy belated birthday!
- Be aware of your environment on campus, specifically skateboarders.
VII. MEMBER REPORTS
- JAC Roles Updates
a. Requirements - Council Member Bank was sent by Scarlett to the Justices last week in addition to a draft email for their buddies.
b. Elections - No report.
c. Awards - No report.
B. Buddy Updates
a. Andrea set up a group chat with her buddies.
b. Olivia A. reached out to her buddies and is excited to work with them.
C. University Senate Committee Update
Scarlett asked if anyone else completed the University Senate Committee form. Andrea is interested in sitting on the Student Grievance Committee and Campus Development Committee.
- Student Grievance Committee (Scarlett): Scarlett will be nominated for Vice Chair for the SGC. The committee needs more members.
Liberal Studies Committee (Olivia VW): Meetings have not started yet. Provided information on what the committee does.
VIII. INFORMATION
- Next Week’s JAC Meeting
The Vice President of Student Affairs Designee/Advisor will be advising the meeting on Thursday, 9/25 as Janice will be out of the office. - Individualized Substitution Plan (ISP)
The Council received two ISPs - one for Jesus Guzman (PSFA Representative) and for Jamie Quach (Recreation and Wellness Commissioner) for having to miss their bi-weekly A.S. Council meetings.
More information will be collected from Jesus and Jamie due to insufficient information given as to why they have to miss their respective Council meetings.

Frances reviewed the attendance.
IX. ACTION
- Bylaw Amendments Deadline
Based on the bylaw amendments timeline, it was moved and seconded to approve the bylaw amendments deadline of Wednesday, October 22, at 11:59 p.m.
VAN WINKLE/TREPTOW CARRIED (5-0-0) - Appointments and Resignations
It was moved and seconded to approve the appointments and resignations memo for 9/18/25.
ALANIZ/FLORES SCHAFER CARRIED (5-0-0)
C. Request for Excused Absences (REAFs)
It was moved and seconded to not approve Jamie Quach’s (CLC) REAF for missing the A.S. Leaders Retreat.

X. ADVISOR REPORTS
- Vice President of Student Affairs and Campus Diversity Designee: Appreciates the discussions made by the Justices today. Keep up the good work.
- Executive Director Designee: Priority registration was submitted for all A.S. Leaders - hopefully we will be able to find a time for the spring.
XI. ANNOUNCEMENTS
- Join the Model UN! There is a meeting tonight from 6-7 p.m.
- Dance Marathon will be attending the San Diego Padres game on September 27. Tickets are $35.
