I. CALL TO ORDER
Chief Justice Christopher Lee called the meeting to order at 9:05am in the State Suite at the Conrad Prebys Aztec Student Union.
II. ROLL CALL

- Voting Members Present: Christopher Lee, Margot Ermer, Maryana Khames, Diego Ramirez, Katrina Mogannam, Tiana Loving.
- Voting Members Absent: Mackenzie Miller.
- Non-Voting Members Present: Janice Dils (for Jennifer Esquivel-Parker).
- Non-Voting Members Absent: Dr. Lee Mintz.
- Visitors Present: Kaylah Abdullah, Joshua Purificacion, David Gamble, Stephanie Estrada.
III. MODIFICATIONS OF AGENDA
It was moved and seconded to approve the agenda with the modification to add a time certain of 9:06am to council members for a hearing.

IV. APPROVAL OF PREVIOUS MINUTES
It was moved and seconded to approve the previous minutes of 11/18/19.

VI. CHAIR’S REPORT
- Chris Lee reported on the following:
- Thank you, Janice, for bringing donuts.
- Let everyone know that this is the last meeting of the semester, thanked everyone, and is looking forward to the spring semester.
VII. INFORMATION
- Attendance: Margot reviewed the attendance charts and four council members will be reached out to from Chris regarding their attendance.
- Spring 2020 Meeting Date/Time Discussion: After discussion, it has been decided that the A.S. Judicial Affairs Council will move to Thursdays from 8-9:30am in the spring.
VIII. ACTION
- Council Member Hearings (9:06am time certain): It was moved and seconded to assign one reprimand to David Gamble, Joshua Purificacion, Kaylah Abdullah, Courtney Ransom, Stephanie Estrada an Sara Jimenez for submitting their study abroad scholarship review after the 11/8 deadline and to assign one reprimand and assign a 250-word essay about the importance of study abroad to Antonio Marquez-Camacho and Connor Curley.
KHAMES/MOGANNAM CARRIED (5-0-0) - Spring 2020 Election College Seats: Chris reviewed the college seats for Spring 2020 Elections, where every 1,500 student registered in the college has one representative on the A.S. University Council, as attached.
It was moved and seconded to approve the college seats for Spring 2020 elections.
MOGANNAM/ERMER CARRIED (5-0-0) - Appointments and Resignations: It was moved and seconded to approve the Appointments and Resignation of 12/2/19, as attached.
ERMER/RAMIREZ CARRIED (5-0-0) - Requests for Excused Absences:
- It was moved and seconded to approve Kaylah Abdullahs request for an excused absence on 10/30/19.
MOGANNAM/ERMER CARRIED (5-0-0) - It was moved and seconded to approve Meghan Mahoney’s request for an excused absence on 10/30/19.
RAMIREZ/MOGANNAM CARRIED (5-0-0) - It was moved and seconded to approve Mackensie Millers’ request for an excused absence on 12/2/19.
ERMER/LOVING CARRIED (5-0-0) - It was moved and seconded to approve Stephanie Estradas’s request for an excused absence on 10/2/19.

VIII. ANNOUNCEMENTS
- Tiana announced that there will be a meeting today with Residential Education Office and the Africana Studies to discuss building an African American excellence floor by 2021 in the residence halls. The meeting is from 5-6pm.
- Janice reminded everyone that the President’s Holiday Party is today from 12-2pm at the University House.
