April 16, 2008 – COUNCIL CHAMBERS – 3:30 P.M.

I.   CALL TO ORDER

President James Poet called the meeting to order at 3:34 p.m.

II.   ROLL CALL

III.   MODIFICATIONS TO AGENDA

It was moved and seconded to approve the agenda of April 16, 2008.

James Poet suggested that Item C. Proposed Bylaws, Standing Committee Codes, Board Charter Amendments be covered first when going over Items for Consideration.

IV.   APPROVAL OF PREVIOUS MINUTES

It was moved and seconded to approve the minutes from April 9, 2008.

V.   PUBLIC COMMENT

Avery Ryder, San Diego Mesa College Associated Student Government: Avery spoke about the upcoming Higher Education Rally for the state of California on April 21st. He stated the importance of the event and encouraged everyone to participate.

VI.   SPECIAL RECOGNITIONS AND PRESENTATIONS

Public Safety Update – John Browning, Chief of SDSU Police Department: Chief Browning mentioned they are moving forward with crime-mapping. It has been relatively quiet lately on campus. They have added four more police officers for a total of twenty-nine on his staff. Chief Browning also answered questions from Council members.

VII.   APPOINTMENTS AND RESIGNATIONS

It was moved and seconded to approve the Appointments and Resignations List, as attached.

James Poet added Ed SanFilippo to the resignation of Executive Committee and AS Council. The Appointments and Resignations List was approved as amended.

      It was moved and seconded to approve the Elections Code, as attached.

      It was moved and seconded to approve the Cultural Arts & Special Events Board Charter, as attached.

      It was moved and seconded to approve the Student Health Advisory Board Charter, as attached.

    Mike Woomer from SDSU Facilities Planning-Design & Construction presented information about ModernSpace.
  5. Election of Councilmember to Vacant Seat on Executive Committee: (Action)

    It was moved and seconded to open nominations for the election of a Councilmember to Executive Committee.

    It was moved and seconded to close nominations.

    Due to the tie vote, President James Poet was allowed to vote, and he voted for Sarah Rossetto.

    Sarah Rossetto was elected to the Executive Committee.

IX.   CLOSED SESSION

Executive Director’s Annual Evaluation with Responses: (Action)

It was moved and seconded to proceed into Closed Session.

X.   INTRODUCTION OF NEW LEGISLATIVE MATTERS

#CB S08-02 A Resolution in Opposition of the $386.1 Million Budget Cuts to the California State University System: (Information, 2nd Reading)

It was moved and seconded to move this resolution to action.

It was moved and seconded to approve #CB S08-02 A Resolution in Opposition of the $386.1 Million Budget Cuts to the California State University System.

It was noted that there is a misspelling on Line 63; “RESOLVED” will be correctly spelled.
The resolution was approved as amended.

XI.   EXECUTIVE REPORTS AND RECOMMENDATIONS

  1. President: James reported on the following:
    1. Last night the new execs had a dinner with the GAO staff at Dan’s house.
    2. AS Council photo will be taken next week (80s theme).
    3. Chief of Staff will be a paid position next year (40 hrs/week over summer; 10 hrs/week during the school year).
    4. James spoke at the new employee orientation today, this is a great way to promote AS.
    5. James will be visiting the college councils over the next few weeks to introduce himself and meet the newly elected presidents. He is looking forward to restarting CCPA.
    6. James is appointing Natalie Colli to spearhead the study abroad portion of the referendum.
  2. Executive Vice President: Jameson reported on the following:
    1. Aztec Achievement Awards are well-under way; we are looking forward to an exciting event!
  3. Vice President of External Affairs: Jeremy reported on the following:
    1. Prison Break 2008 was a big success. Thank you to everyone who helped.
    2. The delegation for CHESS will be heading to Sacramento this weekend.
    3. The housing pamphlet is near completion.
    4. The EAB/UAB mixer will be close to the end of the semester (bowling).
  4. Vice President of Finance: Justin reported on the following:
    1. Last week, the Finance Board did all of the budget hearings.
    2. Green Love: Charter has just been approved. This will allow many great things to happen. Wallpaper is available on the website; please use as background for your computer. Posters will be going up in various AS facilities.
    3. Thank you to Deena, Haley, and Eric for showing up to softball practice this last weekend.
  5. Vice President of University Affairs: Mike reported on the following:
    1. UAB went international last week. Japanese students attended the meeting.
    2. Faculty Appreciation Luncheon will be held in a few weeks.
  6. President Pro Tempore: Joy had no report.
  7. Executive Director: Dan referred to the written report (attached).
  8. University Senate’s Designee: Dr. Ornatowski had no report.
  9. University President’s Designee: Rosa had no report.

XII.   REPORTS OF COUNCIL MEMBERS

  1. Natalie Colli – College of Arts & Letters Council:
    1. Saturday, April 26th: SS-1500 from 11:00am-12:30pm, LSA will be hosting a speaker, John Baugh, on profiling and black street speech.
    2. Saturday, April 19th: 10:30am, Aztec Volunteers is hosting a brown bag lunch donation to the homeless downtown.
  2. Ignacio Prado – Associated Business Students Council:
    1. IB Society presents: Dr. Khalili – Iraqi Cultural Attaché at 4:15pm in NE60.
  3. Dawn Hinkle – College of Sciences Student Council:
    1. CSSC had their first (successful) paperless meeting today!
    2. The executive board, including the empty AS representative seat, were all filled today at the meeting during elections.
  4. Gina Aldape – Asian Pacific Student Alliance:
    1. APSA presents Fashion Talent Show: Friday, April 18, 2008. Doors open at 5:30pm and the show begins at 6:00pm.
  5. Alexi Biener – Jewish Student Union:
    1. Passover is here which means plenty of matzaa! At 7:00pm, Saturday, April 19th – 1st Seder @ UCSD Hillel - $10; Sunday, April 20th – 2nd Seder @ SDSU Hillel - $10 @ 7:00pm. Lunch (11:00am-2:00pm) and dinners (6:00pm-8:00pm) all the following week at Hillel here at SDSU - $3 donation/meal. Call (619) 583-6080 for questions or go to HillelSD.org to reserve spots for Seder meals.
  6. Lisa Doan – Associated Business Student Council:
    1. We have a full executive board for 2008-2009!
    2. Decided to use our IRA funds by sponsoring those organizations that requested money prior to its availability and splitting the “pot” equally among organizations that did not use IRA funds – so that they have a chance to.
    3. Voted on getting FRBL trophies.
    4. Volleyball tournament, April 19th for ABSC at 11:00am at South Mission Beach.
  7. Katherine Hunt – Andrea O’Donnell Women’s Resource Center:
    1. WRC had our Exec Board elections. We are really excited about our new execs. I will be returning next year as WRC’s AS Rep! Woohoo!
  8. Gloria Morales – College of Education Student Council:
    1. College of Education Student Council presents: “Education in the Real World” on Tuesday, April 22nd from 4:00-7:00pm in the Backdoor, Aztec Center. There will be free food and it is open to the public. Questions? Contact: Jennifer Gonzalez (COE President) coe.sdsu@gmail.com
