I.   CALL TO ORDER

President James Poet called the meeting to order at 3:31 p.m.

VI.   SPECIAL RECOGNITIONS AND PRESENTATIONS

  1. Public Safety Update - John Browning, Chief of SDSU Police Department: Chief Browning reported the Community Advisory Board held its first meeting today.  He also gave an update regarding car thefts which are still occurring in our parking structures.  They have arrested over fifteen people in the last month in the process of burglarizing cars.  Make sure you call the SDSU Police if you have any suspicions.
  2. The Jena6 Presentation-Sheena Powels, ASU President and Alexander Jarman: Sheena and Alex gave an introduction to the Jena6 issue.  They brought up the fact that this is a human rights issue, not a racial issue.

    James announced that without objection, the report will be e-mailed to Council members and voted on via e-mail no later than Monday, October 8th.
  4. University Freedom of Expression Policy: (Information)
    Mike Matthews and Dr. Ornatowski answered questions from the Council regarding the new policy as approved by President Weber (attached).

X.   INTRODUCTION OF NEW LEGISLATIVE MATTERS

#CB F07-02 Resolution in Support of the Signing of the College Textbooks Affordability Act, SB 832 (1st Reading)

XI.   EXECUTIVE REPORTS AND RECOMMENDATIONS

  1. President: James reported on the following:
    1. There is a CFAC meeting this Friday at 2:00 p.m. in the Lipinsky Hospitality Suite.  If you did not make the orientation, be sure to stop by James’ office before the meeting.
    2. A letter has been drafted to high school ASBs in the region encouraging them to look at SDSU as an option to continue their education.
    3. President Weber appreciates the plan of converting trash cans into recycling bins.
    4. He is still looking for an Organization Commissioner on President’s Cabinet.
    5. Update on the SD PIC: five presidents will plan meetings and move the organization forward.
    6. Community Advisory Board meeting with SDSU Police went very well today.  Next meeting is December 3rd.
    7. Moving forward with survey to rank AS across the nation against other universities.
    8. President’s Cabinet reports will be e-mailed along with Council Member reports.
    9. Let James know if you are planning on attending the lecture series at UCSD on October 21st.
  2. Executive Vice President: Jameson reported on the following:
    1. KCR-Special Loveline Edition of the show this Monday, October 8 from 10:00 p.m.-12:00 a.m. at www.kcrlive.com
    2. Apple Insomniac Film Festival – October 13 from 6:00 a.m.-6:00 a.m.  Let me know if you’d like to help my crew.
    3. Perkins + Will was here yesterday to speak to students, staff, and stakeholders regarding ModernSpace.
    4. There are several appeals regarding office space.  October 19th is the new deadline for student organization on-campus recognition.
    5. Boo! Parade: AS will be participating.
    6. Awards Committee will be meeting this week.  Amendments deadline is October 24th.
    7. Update on Gavelcide: The stickers were ordered through a company in Kansas; thus, they are still not in.
  3. Vice President of External Affairs: Jeremy reported on the following:
    1. Student Resource Center: the event went well with some recognized areas for change.  We will have the next SRC on Thursday, October 11th at 11:00 a.m.  Please encourage students to check it out for their community service, housing, and legal services needs.
    2. CACC: we will be introducing our Fix the Fine message points to the College Area Community Council for possible approval and informational purposes in order to continue our efforts to fix the administrative fine program.
    3. EAB Alert!: the first EAB Alert! of the year is in production and will be distributed in the coming weeks.
  4. Vice President of Finance: Justin reported on the following:
    1. “AS Gives Back” banner is now hanging in Aztec Center.
    2. Justin will be speaking to as many student organizations as possible regarding the AS Gives Back program.
    3. GreenLOVE Committee met last Thursday for the first time.  A lot of headway was made with green certifications regarding student orgs.  First draft should be ready by next week to present to Council.
    4. Reminder to College Councils: this Friday is the deadline for budget allocations.  Budget allocation approvals will be held October 15th during the Finance Board meeting.
  5. Vice President of University Affairs: Mike reported on the following:
    1. Update on Senate-Resolution regarding football abolishment was amended to only scrutinize the program and to send both back to the Senate Executive Committee.
    2. Mike will be interviewed by Channel 5 next week regarding the GNP in a continuing effort to promote the GNP and make it more visible to students and the community.
    3. UAB will be holding a roundtable discussion next Tuesday at 12:30 p.m. in the Presidential Suite.  Topics of discussion include the Senate, student affairs, and AS as an auxiliary corporation.
  6. President Pro Tempore: Joy reported on the following:
    1. Deadline for bylaw amendments is October 24th.
    2. Extra credit is due November 14th.
    3. Just a reminder, we do take attendance at meetings.
  7. Executive Director: Dan referred to his written report (attached).
  8. University Senate’s Designee: Dr. Cezar Ornatowski reported on the following:
    1. Football resolution outcome: refer the resolution to the Senate Executive Committee to find out as much about the allegations as possible before coming to a decision.  A copy of the resolution will be available online through the Senate website, through the minutes (October 2nd.)
    2. Online evaluation survey: College of Education has conducted a four-year study of the effectiveness of online evaluations.  This semester, the College of Arts & Letters will be implementing online course evaluations.
    3. “Bounce-back” seminar: GEN S 255-limited to students on academic probation, geared to get students off of academic probation.
    4. MBA fee initiative: $210 per semester to help MBA programs across the CSU system  retain their accreditation. 
    5. 2008-2009 Academic Calendar: has been approved by the Senate.  It is available on the Senate webpage through their minutes.
    6. Increase in study abroad programs: Provost reported the growth of international programs through SDSU.  In 1997-98, 160 students studied abroad compared to 2006-07, when 1600 students studied abroad.
    7. Fulbright grants for students: urged students to apply for this great opportunity.
  9. University President’s Designee: Tim Rupe reported on the following:
    1. Rock your SACL off has a nice ring to it.  He is working closely with Abel and CASE to select the Homecoming Court.
    2. Student Organization Fair will be Tuesday, January 29th.  This is a great way to promote your organization.
    3. Explore SDSU is March 15th, mark your calendars!

XII.   REPORTS OF COUNCIL MEMBERS

  1. Megan McCoy-RHA:
    1. RHA is starting to prepare for PACURH which will take place November 9-11 at USC.
  2. Katherine Hunt-WRC:
    1. The WRC located in the student orgs offices is open Monday thru Friday, 10:00 a.m.-3:00 p.m. 
    2. This year we will again be offering internships which will allow us to expand out hours to meet the campus need and work towards our ultimate goal of opening a much needed Women’s Center at SDSU.  Anyone interested in interning can email us for more information at wrc_sdsu@yahoo.com.  Please let your members know about this opportunity.
  3. Andrew Byrns-ISA:
    1. The Coffee Hour theme this Friday is Asia.  It will be thrown by the American Language Institute.
  4. Grant Garske-CAL Council:
    1. CAL Alumni hosting wine tasting in Little Italy on Wednesday, October 17 from 5:30-7:30 p.m.  Please invite any CAL members who are 21+ to come – call Grant for more info.
  5. Erika Cueva-MEChA:
    1. I’m still looking for people to sponsor my human rights walk from San Ysidro to Chicano Park (approximately 15 miles!) on October 13.  Many MEChA members are participating in this walk against “The Wall of Death.”  I would greatly appreciate any amount of sponsorship.  My goal is to raise at least $100.  Thank you!!!
  6. James Duffy-Honors Council:
    1. I’ll see you all at the “Making Strides Against Breast Cancer” Walk on Sunday, October 21st at 8:00 a.m. in Balboa Park.  Meet at the big tree.  Help promote SDSU Pride.
