President Matt Keipper called the meeting to order at 3:30 p.m.

VI. SPECIAL RECOGNITIONS AND PRESENTATIONS
- Public Safety Update – John Browning, SDSU Police Chief: Chief Browning reported on recent campus safety and security incidents. He also advised students to take personal precautions and to continue alerting University Police of any suspicious on-campus activity.
- Introduction of CSI Staff – Dr. Tanis Starck, Assistant Dean of Students and Director of the Centers for Student Involvement: Dr. Tanis Starck introduced the current Center for Student Involvement staff. Each staff member gave a brief description of their role in the CSI office – Arnold Paguio, Coordinator for the Cross Cultural Center; Farzad Nikbakht, Coordinator Student Academic Success Center; Jerome Budomo, Interim Coordinator of Community Based-Service Learning; Doug Case, Coordinator for Fraternity and Sorority Life; Robyn Rubenstein, Coordinator for Student Organizations & Activities.

X. INTRODUCTION OF NEW LEGISLATIVE MATTERS

It was moved and seconded to amend the proposal to change the course capacity before student wait listing to 85 percent rather than 100 percent.
POWELS/OSBORN (6-30-3) FAILED
It was moved and seconded to amend the proposal to change the wait listing to per section rather than per course.
OSBORN/CLARK CARRIED
It was moved and seconded to amend the proposal to allow students to see within a 1/3 percentile block in which an individual student stands on a wait listing section.
HAZELTON/WACENSKE CARRIED
It was moved and seconded to table the MySpot WebPortal Proposal.

XI. EXECUTIVE REPORTS AND RECOMMENDATIONS
- President: Matt reported on the following:
- Join the Ad-Hoc Committee on A.S. Structure. This committee was prompted by the Graduate Student Board to evaluate the relations between graduate students and Associated Students.
- The CEO of WD-40 will be speaking at USD on October 24, 2006 at 7:00PM.
- Come join in a collaborative effort with other San Diego community students in a beach clean-up on November 18.
- Attention Council members: Please complete the 360 Reviews by Monday.
- Come dressed up next week in your Halloween attire.
- Executive Vice President: Brian reported on the following:
- Boo Parade: Float builders and walkers needed. Look for updates on times of building hours.
- AS Elections Coordinator applications due tomorrow in AS Business Office, last chance to spread the word.
- Skybox at Homecoming! Box tickets will be passed out at next week’s meeting. Council members will also need student tickets to get into the stadium – so don’t forget your tickets.
- Vice President of External Affairs: Khouloud reported on the following:
- Voter Registration! We have registered over 400 to vote. The deadline is on October 23rd at 4:00PM.
- Rocketalk! A representative will come next week to give more information to Council.
- The Board of Trustees will not be hosted at San Diego State University.
- Vice President of Finance: Tyler reported on the following:
- Mandatory for organizations (not under a college council)
Advisor and President (or VP Finance) must attend one of the following:
October 20 – 1:00PM or 4:00PM in the Arena Meeting Center
October 27 – 1:00PM or 4:00PM in Calmecac - See me if you want me to meet with your organization to better explain the contents of the orientation (ex. PSFA).

- Vice President of University Affairs: John reported on the following:
- Freedom of Expression proposal was finalized last Monday.
- UAB is developing a program to inform professors to turn in their book request.
- John can help organizations find a speaker for high school conferences.
- 16% of SDSU students receive priority registration.
- President Pro Tempore: Garrett reported on the following:
- Keep wearing your polo and bringing your binders to Council.
- Executive Director: Dan Cornthwaite referred to Michelle Adams to read his written report (attached).
- University Senate’s Designee: Cesar Ornatowski reported on the following:
- The CSU Chancellor issued a new Executive Order mandating that campuses review their accommodations for students with disabilities.
- University President’s Designee: Dr. Darlene Willis reported on the following:
- 120 Graduate Schools on campus tomorrow. Event sponsored by the Career Services within the Dean of Students Office and the Division of Student Affairs.
- Family Weekend – Ronne Hartfield lecture 3:00PM in Montezuma Hall.
- Dean of Students reminded the A.S. Council to be good ambassadors when it comes to drinking. Be responsible drinkers and remember if you are 21, drinking is illegal. Be very cautious especially with the upcoming festivities.
XII. REPORTS OF COUNCIL MEMBERS
- Emily Ramm – Native American Student Alliance:
- Correction to last week’s announcement: NASA’s Youth Empowerment Conference is Friday, November 3rd from 8:00AM to 3:00PM. Currently, we have about 10 volunteers and 300 high school students attending the conference. WE NEED 30 MORE VOLUNTEERS! Please, if anyone can volunteer we would really appreciate it. There will be a volunteer meeting Thursday, October 26th at 3:00PM in the Cross Cultural Center. For more information, contact NASA at NASA@rohan.sdsu.edu.
- Kristen Gozawa – College of Arts and Letters:
- Los Angeles Law Forum is on November 11th, 2006. Students will be given the opportunity to speak with various law school admissions officers and learn more about the law school application process of the career of law in general.
- Enrique DeHaro – M.E.Ch.A.:
- Meetings every Tuesday at 3:30PM in Council Chambers.
- Samantha Spilka – Honors Council:
- Ronnie Hartfield, author of Another Way Home, will be on campus Friday, October 20th, 2006. She will be giving a public lecture at 1:00PM in the library and hosting a book signing session at 3:00PM in the library. Don’t miss this exciting event!
- Eric Wacenske – College of Sciences:
- Come check out the “Inner Space/Out Space” Open House event on Saturday, October 28th from 4-8PM in the Physics-Astronomy Department! See Eric for more details.
- Crystal Brandán – LGBTSU:
- The Big Gay BBQ was a Big Gay success! Meetings are every Wednesday at 5:30PM in Quetzalcoatl. I am sad to see Richard leave A.S. Council L Good luck!
- Rebecca Steinberger – Jewish Student Union:
- This Friday night, come join us for Friends & Family Shabbat; dinner will be at 8:00PM at Tenochca Hall.
- This Saturday, October 21st, there will be a cruise. UCSD, USD, and San Diego Community College students will also be there. Tonight at Hillel is the mid-semester BBQ. Please come and join us!
- Jeremy Ehrlich – College of Sciences:
- College of Sciences has made pink ribbons to support a cure for breast cancer and is asking for a donation of $1.00 for each ribbon. CSSC is participating in the Breast Cancer Walk this Sunday. There will be free breakfast for students participating from SDSU at 7:00AM at Balboa Park. Come support the Breast Cancer Walk Sunday, October 22nd, and CSSC meeting every Wednesday at 1:00PM in Presidential Suite. FREE PIZZA!!!!
- Mike Roberts – Associated Business Student Council:
- The sneak preview movie, “Borat” started at 5:00PM during the Council meeting and was a huge success! We reached capacity and had to turn away 200 people.
- Open Mic Night is tonight at 7:00PM. Both committees are two good examples of how CASE is changing the way we do things for the better.
- Michelle Adams – College of Professional Studies and Fine Arts:
- Great meeting today! PSFA Council had lots of questions about MySpot. Student Alumni Association Bowling tonight 8:00PM-10:00PM. Applications due October 23rd for the Student Alumni Association Board. Open member applications can be turned in anytime. Open member lunch Wednesday, November 15th at 12:00PM. See me for more info.
- Jameson DeSantis – InterFraternity Council:
- Second New Member Series is Thursday, October 19th, 2006.
- Party Patrol is going well.
