I. CALL TO ORDER
President Matt Keipper called the meeting to order at 3:30 p.m.
II. ROLL CALL

III. MODIFICATIONS TO AGENDA
It was moved and seconded to approve the agenda of October 4, 2006.

IV. APPROVAL OF PREVIOUS MINUTES
It was moved and seconded to approve the minutes from September 27, 2006.

VI. SPECIAL RECOGNITIONS AND PRESENTATIONS
- Public Safety Update – John Browning, SDSU Police Chief: Chief Browning informed the Council of the many changes the university and their department have undergone. He updated the Council on the current campus safety issues and entertained questions from Council members.
- Dr. Susan Shuckett, Director of the Office of Student Rights and Responsibilities: Dr. Shuckett discussed the role of the Office of Student Rights and Responsibilities. She explained recent changes in the Student Code of Conduct, which affects university students. Among the changes, Dr. Shuckett discussed Executive Order 969, which affects student organizations.
- Update on proposed policy on Freedom of Expression – Dr. William Eadie, Chair of the Freedom of Expression Ad Hoc Committee and Director of the School of Communication: Dr. Eadie presented his Ad Hoc committee’s proposed policy on Freedom of Expression and answered questions from Council members. For further questions about the Freedom of Expression Policy, please contact Dr. Eadie at weadie@mail.sdsu.edu
VII. APPOINTMENTS AND RESIGNATIONS
It was moved and seconded to approve the Appointments and Resignations.

It was moved and seconded to add Rebecca Steinberger to Awards Committee.

It was moved and seconded to approve the General Consent Agenda (as attached).

It was moved and seconded to separate the “A.S. Gives Back” Program Approval Request from the Finance Board minutes.

It was moved and seconded to postpone discussion on the “A.S. Gives Back” Program Approval Request.

- General Consent Report: (Information)
- Exclusive Concert Promoter Agreement (Information) – John Kolek, Cox Arena Director; House of Blues Representatives: Dolf Berle, COO; Alex Hodges, EVP, Talent; Bob Shea, Senior VP, Talent; David Swift, Vice President, San Diego Region: Dolf Berle lead a presentation about the current changes occurring within the House of Blues, and proposed changes to the House of Blues contract with Associated Students. The newly proposed contract would partner Associated Students exclusively with the House of Blues.
- Proposed Emergency Bylaw/Board Charter Amendment: BA F06-01 – Student Organization, Recognition & Governance: (Information)
- “MySpot” Webportal Proposal: (Information)
IX. CLOSED SESSION

In closed session, AS Council discussed the logistics of the Exclusive Concert Promoter Agreement.

XI. EXECUTIVE REPORTS AND RECOMMENDATIONS
- President: Matt reported on the following:
- University House next week. Please come dressed for University House to next week's meeting (Council Polo, Slacks / Skirt, Nice Shoes & Matching Belt - No Denim, please). This will be a great event - we will adjourn at 5p. Be thinking of questions to ask Administrators and the Deans of the Colleges. Let Jen (jennifer.parker@sdsu.edu) know if you need to come back in the 6:30 carpool for 7:00 class.
- September Council Member of the Month - Congratulations to Mike Matthews. Matt thanked him for his hard work with GNP and UAB.
- 500-Word Daily Aztec Student Org. Column - Matt will pass-around a sign-up sheet at the next Council Meeting for Student Org 'Red & Black Events'. The Daily Aztec would like Student Orgs to write an article containing a brief description, current issues, and a preview of its largest event of the year (Red & Black Event). We will arrange for the DA to run these columns 'strategically' the week prior to your event to allow for publicity and 'free' advertising.
- New Graduate Intern - Matt welcomed the new Graduate Student, Crystal Schloemer who will be serving as Dan's Intern to explore equity with Graduate Students. She also chairs the Graduate Student Board. She will be around the office quite a bit - say hi.
- October & December Events - Oct. 25 - Halloween Council Dress-Up Day (Go all out) Dec. 2 - Tacky Sweater Holiday Party @ Dan's House (Wear a Tacky Holiday Sweater, Amazing Food, Gift Exchange, Socializing ... You won't want to miss it)
- Executive Vice President: Brian reported on the following:
- Boards and Committee Chairs: make sure to update the office with any adjustments to your rosters.
- October 13th, 2006, “Midnight Madness” – First Basketball Practice and Exhibition. Doors will open at 6:30PM. Associated Students is sponsoring and holding a pregame rally/social tentatively scheduled for 5:00PM. Bring all of your friends.
- Red and Black Games: Sunday 1:00PM – Women’s Soccer vs. UNLV; Sunday 2:30PM – Men’s Soccer vs. UCLA.
- Vice President of External Affairs: Khouloud reported on the following:
- Secretary of State visit has moved to October 19th, 2006.
- Looking to support resolution in favor of proposition 1D.
- We are in the works of addressing housing issues.
- Looking into setting up some events in the Fall.
- We are visiting CSSA Chico next weekend.
- Vice President of Finance: No report.
- Vice President of University Affairs: John reported on the following:
- Go Good Neighbor Program!
- MySpot will be up for information next week. Feel free to ask John Ly any questions.
- President Pro Tempore: Garrett reported on the following:
- Deadline for AS Council members to submit evidence of fulfillment of Council member duties as outlined in Section 61(b), Parts 1 and 2 is Wednesday, November 8, 2006 at 4:00PM.
- Executive Director: Dan Cornthwaite referred to Erin Hogeboom to read his written report (attached).
- University Senate’s Designee: Dr. Cezar Ornatowski had no report.
- University President’s Designee: Dr. Darlene Willis reported on the following:
- Dr. Willis reported on the changes in the organization of the Centers for Students Involvement.
XII. REPORTS OF COUNCIL MEMBERS
- Michelle Adams – College of Professional Studies and Fine Arts:
- We went over the AS Dollars info in more details so that organizations would have a better understanding. We also had a discussion/Q&A session about Modern Space.
- Student Alumni Association is having a debt workshop on October 16th, 2006 at 4:00PM. Scholarships through Alumni Association are available at www.sdsualumni.org. Due date for applications is on October 16th, 2006.
- PSFA meetings are Wednesdays at 1:00PM in PSFA 200.
- Eric Wacenske – College of Sciences:
- SHAB’s 3rd meeting of the year will be on Monday, October 9th, 2006 at 4:00PM in the Calpulli Center. SHAB is also supporting a blood drive on campus this week – please give blood if you can!
- Brandon Clark – College of Arts and Letters:
- CAL Council approved their 2006-07 budget.
- We had the CAL Gala on Tuesday, October 3rd, 2006, where the official ribbon cutting took place
- Rebecca Steinberger – Jewish Student Union:
- Tonight at 7:00PM at Hillel, we will be building a Sukkah, a hut-eye structure that is supposed to remind us of our ancestors that wandered in the desert.
- This Friday, October 6th, Shabbat will be at 7:00PM in the Sukkah, since Friday is the first night of Sukka, which is a harvest festival. Everyone is welcome to come and check it out!
- Lena Yi – College of Sciences:
- College of Sciences meets at 1:00PM every Wednesday in the Presidential Suite.
- At last week’s CSSC meeting we decided to make committees and students were open to sign up starting today.
- Breast Cancer Walk on October 22nd, 2006. College of Sciences will be providing breakfast starting at 6:00AM for all SDSU participants to bond and congregate.
- CSSC is planning a mixer at the end of this semester that will be open to all students.
- Crystal Brandán – LGBTSU:
- “Coming Out” week is next week. The theme of the week is “Equal Opportunity Lovers”.
- Big Gay BBQ is on October 11th, 2006 at 5:30PM. The BBQ theme is “It’s ok to drop the soap”. There will also be a Rainbow rally on the Free Speech Steps at noon on October 11th, 2006.
- Katrina Reyes – College of Health and Human Services:
- I am selling See’s Toffee Bars for $1.50 as a fundraiser for the Spring 2008 pinning ceremony upon graduation of the nursing program (Arlene and my class!). I will have them every Wednesday in October. So if you need a chocolate fix let me know! Thank you ahead of time for your generosity. (P.S. Get some for your friends! They’ll feel loved.)
- Daniel Matthews – College of Professional Studies and Fine Arts:
- Went through procedure of how to request as student organizations, and we discussed ideas for Modern Space.
- Alex Delino – Asian Pacific Student Alliance:
- Meetings have moved from Calmecac to Backdoor on Tuesdays at 12:30PM.
- Samantha Spilka – Honor’s Council:
- We will be meeting tomorrow (10/5) at 5:00PM in the Honors Council Room, LL428D. We will be finalizing our plans for our book discussion of Another Way Home by Ronnie Hartfield. The author will be coming to campus on October 20th, 2006 for a discussion with 15 honors program students and a public discussion. We are very excited about this event!
- Andrew Ly – Associated Business Student Council:
- ABSC is starting a newsletter to better connect the organizations in the College of Business
