I. CALL TO ORDER
President Matt Keipper called the meeting to order at 3:30 p.m.
II. ROLL CALL

III. MODIFICATIONS TO AGENDA
It was moved and seconded to approve the agenda of October 25, 2006.

It was moved and seconded to add elections of Executive Committee to appointments and resignations.
SPILKA/POWELS CARRIED
It was moved and seconded to add a Dia de los Muertos presentation to Section VI, Item D. at a time certain of 3:30 pm.
HAMILTON/DEHARO CARRIED
It was moved and seconded to add CB #F06-05 Resolution in Support of International Academic Freedom under Section X, Item B.
J. LY/CLARK CARRIED
It was moved and seconded to add Add Codes 2.0 under Section VI, Item E. at a time certain of 5:00 pm.
J. LY/DESANTIS CARRIED
Agenda was approved as amended.
IV. APPROVAL OF PREVIOUS MINUTES
It was moved and seconded to approve the minutes from October 25, 2006.

V. PUBLIC COMMENT
Community Service Project- Erica Klein, Alpha Kappa Psi: Erica encouraged Council members to donate to the Alpha Kappa Psi fundraiser for newborns in the Third World.
VI. SPECIAL RECOGNITIONS AND PRESENTATIONS
- Public Safety Update – John Browning, SDSU Police Chief:
Chief Browning reported on recent campus safety and security incidents. To further students’s knowledge, he encouraged students to take a ride-along with the University Police. He also advised students to take personal precautions and to continue alerting University Police of any suspicious on-campus activity. - Dr. Stephen L. Weber, President of San Diego State University:
President Weber update Council members on issues regarding the Master Plan, Paseo Project, the Comprehensive Campaign, athletics and the mini dorm issue. - 1st Quarter AS Financial Report – Tyler Morgan, Vice President of Finance:
Tyler updated the Council on the quarterly budget and addressed questions. - Dia de los Muertos Presentation – Enrique DeHaro and Crystal Brandán:
Crystal and Enrique informed council on the importance of this day and what takes place during this celebration. - Add Codes 2.0 White Paper – Javier Gudino, SDSU Web Services Director:
Javier informed the Council of a new automated method of crashing, where students can request add codes online through WebPortal.
VII. APPOINTMENTS AND RESIGNATIONS
- It was moved and seconded to approve the Appointments and Resignations.

- It was moved and seconded to open up nominations of a vacant seat on Executive Committee.

The following Council members were nominated (with voting results).

It was moved and seconded to close nominations.
HAMILTON/KLEIN CARRIED
Jeremy Ehrlich was elected to Executive Committee.

- CB #F06-04 Resolution in Support of Cable and Satellite Broadcasting of San Diego State University Athletic Events (2nd Reading)
It was moved and seconded to move #CB-F06-04 to action.

XI. EXECUTIVE REPORTS AND RECOMMENDATIONS
- President: Matt reported on the following:
- November 18th, beach clean up (Mission Beach) – it’s going to be really cool!
- Council member of the month – Eric Wacenske.
- Holiday party – December 2nd at Dan’s house – tacky holiday sweater attire.
- Executive Vice President: Brian reported on the following:
- Boo Parade – it was great this weekend. I want to thank everyone who helped. We really had a great time, and made an impression on the community.
- Focus on upcoming mid-terms; the semester is quickly coming to a close, so focus!
- Tentative date – November 18 vs. CAL for our first basketball pre-game event.
- Vice President of External Affairs: Khouloud reported on the following:
- Voter registration numbers are in: 849 students registered. RHA won the contest with 350 registration cards, second place was SAE with 187, and third was Panhellenic with 95.
- Next step is to get students to vote – there will be a debate Monday, 11/6, about Props 85, 86, and 87 on Free Speech Steps at 12 pm.
- Shoes of Hope events November 17; there will be a presentation next week for more details.
- Vice President of Finance: Tyler reported on the following:
- Thank you to everyone that attended the mandatory A.S. Dollars meeting – Great job!
- A.S. Gives Back – working on update for website; more to come.
- Reminder for student orgs – keep spending your money!
- Vice President of University Affairs: John reported on the following:
- The CACC mini dorm meeting went well.
- WebPortal focus group on Friday from 1 to 2pm at SS-1575.
- Read the Cyprus resolution.
- Add Code 2.0 in 2 weeks.
- President Pro Tempore: Garrett reported on the following:
- REQUIREMENTS ARE DUE NOVEMBER 15TH – in the Government Affairs Office.
- It’s imperative that Council members review the Rules Committee Bylaw Amendments because some of them may affect your requirements.
- Executive Director: Dan Cornthwaite referred to Michael Matthews to read his written report (attached).
- University Senate’s Designee: Dr. Cesar Ornatowski had no report.
- University President’s Designee: Dr. Darlene Willis reported on the following:
- Congratulations to the Homecoming Court, especially the Homecoming King and Queen
XII. REPORTS OF COUNCIL MEMBERS
- Erin Hogeboom – Women’s Resource Center:
- The WRC is having a canned food drive from November 1st – 17th. Please bring non-perishable items to the WRC office in Lower Aztec Center, and encourage your friends to do so as well! Event a little goes a long way! Thank you, thank you!
- Mike Robers – CASE:
- CASE had the best meeting of the semester so far this past Monday. CASE is incorporating much more multimedia into the organization through our newly developed multimedia team. CASE looks forward to representing CASE and AS to different facets of our school.
- Brandon Clark – College of Arts and Letters:
- CAL Council will be having a banquet on November 7th at 6:30pm at P.F. Chang’s for their successful voter registration drive.
- Rebecca Steinberger – Jewish Student Union:
- Tonight at 7pm, JSU will be leaving from Hillel for a San Diego scavenger hunt. They will be buying things on the hunt that will go towards charities.
- Upcoming events: November 12th is a community service day in Los Angeles for Jewish college students, followed with a free Guster concert.
- November 16th, Kevin Coval, a slam poet will be performing in Ocean Beach. More details to follow – please come and join us!
- Emily Ramm - NASA:
- NASA will be having a bowling night on Monday, November 13th at 6:00pm. There will be pizza and everyone is welcome! For more information, contact us at: NASA@rohan.sdsu.edu.
- Alex Delino – Asian Pacific Student Alliance:
- Meetings are continuing in Backdoor, on Tuesdays at 12:30pm.
- APSA is now supporting the UNICEF program and is encouraging all to donate anything they can.
- Justice For Filipino American Veterans is taking place November 11th. APSA will be supporting the march for Filipino American Veteran Rights and will attend.
- APSA has a ton more going on, attend our meetings for more.
- Erika Diaz - CCC:
- Save the Date, the Martin Luther King Parade will be on January 13, 2007. If you are interested in participating in the parade by walking, help make the float, or just donate your time, let me know
