CALL TO ORDER
President Chris Manigault called the meeting to order at 3:02 p.m.

MODIFICATIONS TO AGENDA
It was moved and seconded to approve the agenda of February 15, 2006, with the correction that Matt Keipper would present the Fundraising Resource Guide in place of Dennis A. Kramer II’s General Education Survey presentation.

SPECIAL RECOGNITIONS AND PRESENTATIONS
- Matt Keipper, Vice President of Finance, Fundraising Resource Guide (FRoG) Presentation - Matt showed AS Council that the Fundraising Resource Guide can be found on the AS website at http://www.as.sdsu.edu. He outlined the FRoG including fundraising resources in San Diego, how to open a bank account and how to obtain a tax identification number. He addressed questions from Council.
- Dr. Tanis Starck, Jerome Budomo, and William Leigh, Center for Community Based Service Learning, Student Academic Success Center Presentation - The team from the Center for Community Based Service Learning introduced the Student Academic Success Center. Mr. Leigh explained the tutoring program and that they hoped to reach students in academic jeopardy. Tutors will be available for math and science for at risk students. Student tutors will also gain a great deal from this program, and will develop critical diagnostic skills. Dr. Starck took questions from Council.
APPOINTMENTS AND RESIGNATIONS
- It was moved and seconded to approve the appointments and resignations as attached, with the amendment that Garrett Hazelton be added to the
Recreation Board, and Brandon Clark be added to the University Affairs Board.

- Chris administered the Oath of Office to Garrett Hazelton and Brandon Clark.

#CB S06-01: A Resolution Representing the Student Response to the Proposed Budget for the 2006-2007 Academic Year: (1st Reading)
EXECUTIVE REPORTS AND RECOMMENDATIONS
- President: Chris reported on the following:
- Chris is in the process of adding the AS logo to SDSU RedID cards.
- We are in the process of revamping the Pride Cart.
- Executive Vice President: Kristi referred to her written report (attached) and reported on the following:
- There will be a Day of Remembrance at SDSU. There will be a film at the Cross Cultural Center on Thursday, February 16, 2006, from 5-7pm
- Vice President of External Affairs: LaToya reported on the following:
- EAB alert will be out soon, hopefully by Friday.
- Lobby Corps is underway. We are willing to train you, please let us know!
- LaToya is looking for new ways to lobby with legislators. If you have any ideas please let her know.
- Vice President of Finance: Matt reported on the following:
- Budgets are due one week from Friday, February 24, from non-managed programs, boards and committees.
- Please inform your constituents of the Fundraising Resource Guide. (FRoG)
- Vice President of University Affairs: Dennis reported on the following:
- Please turn in your Crashing Surveys.
- Please sign up for the Good Neighbor Program.
- University Affairs Board will join LaToya in her letter writing campaign regarding the Mission Bay Aquatic Center.
- President Pro Tempore: Michelle reported on the following:
- Good job on your requirements.
- Bylaw Amendments are due on March 8th.
- Annual reports are due from organizations by April 13.
- The second portion of requirements are due on April 14.
- Executive Director: Dan referred to his written report (attached) and reported on the following:
- The annual process of reviewing the Executive Director’s performance will begin shortly.
- University Senate’s Designee: Dr. David Ely reported the following:
- The Senate did not meet this week. The Executive Committee will meet next week.
- The CFAC committee will consider housing proposals, please read the materials before the meeting.
- University President’s Designee: Dr. Willis reported on the following:
- Student Organizations must register for the Explore SDSU Day by February 17. There will be a prize of $150 for the most creative table.
- Please sign up for the Chalk Art competition. There will be a prize of $500.
- Quest for the Best Applications are due on Monday.
- The GospelFest will be on February 25.
- California State University San Luis Obispo asked Dr. Willis to inform Council and other students that there will be a heavy police presence during the Mardi Gras weekend.
- Referendum Marketing Committee Chair: Joaquin reported on the following:
- Joaquin referred to his handout (attached).
- Tabling and promotions will begin next week. Please check the schedule if you have volunteered.
REPORTS OF COUNCIL MEMBERS
- Lindsay Stout- Residence Hall Association:
- There will be an Open Mic Nite tonight in the Aztec Center Starbucks from 7-9pm
- Joanna Schaefer-CAL Council:
- Lauren Burns has taken charge in her position as Vice President of Finance. Hopefully we will be getting our organizations to start spending money!
- Our next meeting will be in our office in Adams Humanities 2118. We will be cleaning out our office
- Genessy Glory-College of Professional Studies and Fine Arts:
- The PSFA Diplomats met today. Abel Wurmnest of Associated Students gave a presentation on Business Etiquette and Professionalism.
- Crystal Brandán-LGBTSU:
- LGBTSU will meet tonight at 7pm in the Presidential Suite.
- We are excited for our High School Conference on March 24.
- Amanda Venegas- Panhellenic Association:
- We had a New Member Series event on Monday.
- Rho Lambda applications are due February 17. They are available online. Requirements include 60 units, with a 2.5 grade point average and outside activity.
- Michelle Halimi-Jewish Student Union:
- “Awake Zion” a film tonight at 7pm in the Athletic Center. Free food after!
- Do a Mitzvah…that’s hot! Come give back to your community on March 5. Thank you to those who have signed up
- Grisel Esparza- A.Ch.A.:
- We will hold our High School Conference on March 4, 2006. If anyone would like to donate their room rental to our conference we would greatly appreciate it.
- A.Ch.A. would like to thank all of the organizations who supported our 15th year Anniversary Party.
- David Flores-M.E.Ch.A.:
- Meetings are on Tuesday at 3:30 in Adams Humanities 2108.
- We are working with Hyatt housekeepers to protest cleaning 30 rooms in a shift
- Ben Fisher- International Student Association:
- There will be an Indian Coffee Hour this Friday at 12pm, with a meeting to follow at 2pm. Both events will take place in the International Student Center.
- Joaquin Ortega-Honors Council:
- Mortar Board Honor Society will hold a backpack stuffing event for at risk youth this Saturday at 11am in Scripps Cottage.
- The University Honors Program is accepting applications for incoming freshmen. If any student organizations would like more information for their high school outreach programs, please contact Joaquin Ortega
- Tristan Osborn- AB Samahan and the Housing and Community Redevelopment Advisory Board:
- AB Samahan will be having an ice skating fundraiser at The San Diego Ice Arena on Friday, February 24. Tickets are $10, and $5 will go to support Samahan’s Filipino Culture Night.
- Andres Bonifacio Samahan as well as the Housing and Community Redevelopment Advisory Board have both submitted endorsement forms for Modern Space.
