I. CALL TO ORDER
President Chris Manigault called the meeting to order at 3:01 p.m.
II. ROLL CALL

III. MODIFICATIONS TO AGENDA
It was moved and seconded to approve the agenda of February 8, 2006, with the addition of a time certain presentation of 3:45 for Scott Simpson to address Elections Committee questions.

IV. APPROVAL OF PREVIOUS MINUTES
It was moved and seconded to approve the minutes from February 1, 2006.

V. PUBLIC COMMENT
Nicole Mehta, Cross Cultural Center- Nicole reminded Council members of the upcoming “Intercultural Symposium, Bridging our Differences.” She asked Council members to apply by Friday.
VI. SPECIAL RECOGNITIONS AND PRESENTATIONS
- Chief John Browning, University Police, Public Safety Update - Chief Browning commended students for reporting suspicious activities on campus, and asked that students continue to do so by contacting University Police at (619) 594-1991. He reported that registered sex offenders have been arrested near the trolley station, and asked students to continue to be vigilant for their safety.
- Michelle Halimi and Alison Breskin, Mitzvah Day - Michelle and Alison presented Mitzvah Day, a day of community service with the Jewish Student Union. Michelle and Alison welcomed participation from all student organizations and individuals. The event will take place on Sunday, March 5, 2006.
- Larry Emond, AS President in 1987-1988, and Vice President of Marketing and Communications for the Gallup Organization - Larry shared his experiences with the student referendums for Cox Arena and the Aztec Recreation Center. He discussed the similar challenges that AS Council may face with this referendum including mobilizing voters, and demonstrating the need for a new student union.

XI. EXECUTIVE REPORTS AND RECOMMENDATIONS
- President: Chris reported on the following:
- Following today’s meeting will be a tribute to African American Leaders. Please join us for this event.
- The Aztec Men’s Basketball Team is playing Air Force tonight.
- The Mission Bay Park Committee didn’t approve the Mission Bay Aquatic Center lease, and suggested that the process be opened for bidding. Please attend upcoming hearings. The Mission Bay Aquatic Center is very important to AS.
- Chris and LaToya are forming a “Where’s the Money Committee,” that will track state spending and CSU funding.
- We are still working on an enhanced web portal.
- Executive Vice President: Kristi referred to her written report (attached).
- Vice President of External Affairs: LaToya referred to her written report (attached).
- Vice President of Finance: Matt referred to his written report (attached).
- Vice President of University Affairs: Dennis reported on the following:
- The GE Survey will be presented next week.
- Twenty members from the Frat Manners program have volunteered for the Good Neighbor Program
- President Pro Tempore: Michelle reported on the following:
- Good job on your requirements. Please make sure you meet the deadline.
- Bylaw Amendments are due on March 8th.
- Annual reports are due from organizations by April 13.
- The second portion of requirements are due on April 14
- Executive Director: Dan referred to his written report (attached).
- University Senate’s Designee: Dr. David Ely reported the following:
- President Weber spoke on a number of issues at the last Senate meeting.
- He indicated that applications were up by 6%, and SDSU received 52,000 applications for Fall 2006.
- The next hearing for the Master Plan will take place on June 19.
- Dr. Weber indicated that the General Fund would not be used for Athletics.
- The NCAA Visitation team will be on campus in the coming weeks to complete the reaccredidation process.
- The Senate discussed the length of time a course could appear in the catalog without being offered.
- The Senate approved the Construction Engineering major.
- The Senate started the process of adding the Vice President of Research to the Senate.
- The Senate passed a resolution banning tobacco sales on campus. Aztec Shops plans to discontinue sales at the end of the year.
- President Weber spoke on a number of issues at the last Senate meeting.
- University President’s Designee: Dr. Kitchen reported on the following:
- SDSU is finishing the NCAA review and recertification process. The visitation will be examining academic integrity, gender equity and other issues
- University President’s Designee: Dr. Willis reported on the following:
- Student Organizations must register for the Explore SDSU Day by February 17.
- Please sign up for the Chalk Art competition.
- There will be a Pace Car event tomorrow
- Referendum Marketing Committee Chair: Joaquin reported on the following:
- There will be an add in the Daily Aztec tomorrow.
- Flyers will be up on Monday.
- Tabling will begin soon.
- There will be a meeting on Friday in Quetzalcoatl.
XII. REPORTS OF COUNCIL MEMBERS:
- Lindsay Stout- Residence Hall Association:
- There will be an Open Mic Nite in the Aztec Center Starbucks from 7-9pm
- Joanna Schaefer-CAL Council:
- We have elected Kristen as Vice President, Lauren as Vice President of Finance and Brandon as AS Representative. With a full council we will be able to be more active, and get more done this semester
- Genessey Glory-College of Professional Studies and Fine Arts:
- The PSFA Diplomats will meet next Wednesday at 1pm in PSFA 200.
- Our first event will be a tribute to Assistant Dean Carole Robascotti, held in Casa Real, on February 9, from 2-6pm. All who know Assistant Dean Robascotti are encouraged to attend.
- We approved LPE’s fund request for their Rose Banquet.
- We chose a new AS Representative Garrett.
- MESA is having a “Party and a Play,” to see “Much Ado About Nothing” for $20 with a pre-party. The party starts at 6:30pm, and the play begins at 8pm.
- The Recreation Student Association will participate in a clean up of Balboa Park on February 18, from 8am to 12pm.
- The Student Nutrition Organization will attend a Gulls game as a fundraiser, tickets are $12.
- The Child and Family Development Organization is participating the Muscular Dystrophy walk
- Crystal Brandán-LGBTSU:
- LGBTSU will meets every Wednesday at 7pm in the Presidential Suite.
- Amanda Venegas- Panhellenic Association:
- Panhellenic Rush was successful. Elections will be held on February 20 and 27, in Queztacoatl, at approximately 3pm.
- Michelle Halimi-Jewish Student Union:
- Not Quite Kosher Film Festival: This film festival will open your eyes through humor and music to ancient tradition, politics and so much more! The event will take place on Thursday night. Free Food!
- Shabbat Dinner at 7pm on Friday at Hillel
- Carole Peters- Afrikan Student Union:
- The Department of Africana Studies will be hosting a tribute to Coretta Scott King in Montezuma Hall, on Friday, February 10, from 1-2pm.
- The Afrikan Student Union will have a “dinner and a movie” night on Wednesday February 15, at 6:30pm.
- Great job to all NPHC fraternities and sororities, who had a wonderful yardshow on Friday.
