The A.S. Council has established seven College Councils. They are
within the colleges of Business, Education, Engineering, Health and
Human Services, Professional Studies and Fine Arts, Arts and Letters,
and Sciences. College Councils may be established by the A.S. Council
upon a majority vote of at least ten percent (10%) of the members of
a college (not excluding Undeclared Majors). The purpose of these College
Councils shall be to represent the interest and needs of that college
and to be active in the areas of programs, curriculum and student development.
- Representation shall be determined by a majority vote of students
in the specific school or college who are voting. A.S. Council members
representing that school or college shall be a member of that area's
College Council.
- In the event of a vacancy in an A.S. Council seat representing
one of the seven College Councils, the vacancy will be temporarily
filled for the unexpired term in one of two ways: (Revised 11/16/94)

- The affected College Council may conduct a College Council election
provided the College Council informs the A.S. Council within ten
days following notification of the vacancy to the College Council
from the Executive Vice President of the Associated Students. College
Councils shall be notified of a vacancy by the A.S. Executive Vice
President within five (5) school days. Candidates for the vacant
College Council seat on A.S. Council must submit applications to
the A.S. Government Affairs Office for review and determination
of compliance with eligibility requirements. Applications must be
available for a minimum of one week. All applications that meet
minimum eligibility requirements will be forwarded to the College
Council President. All eligible candidates shall be interviewed
by the College Council prior to the College Council election and
the successful candidate's name forwarded to the A.S. Executive
Vice President within ten (10) school days following the close of
applications. Applications must be available for a minimum of one
week. The Executive Vice President or a designee from the voting
membership of A.S. Council, not holding membership within the respective
College must attend the College Council election in a non-voting,
non ex-officio capacity. (Adopted 11/16/94) (Revised 4/26/00)
- In the event that the College Council does not complete the appointment
process in a timely manner as specified above, the A.S. Council
may fill the vacancy by appointment in accordance with Article III,
Section 1.03 of the Standing Committee Code. If the vacancy is filled
by appointment as set out in these Bylaws, the affected College
Council president or a representative duly appointed by the College
Council will be a voting member in the interviews scheduled for
the purpose of filling the vacant seat(s) in question. (Revised

- Until a new representative has been appointed or elected by the
College Council, a member appointed by the President of the affected
College Council may participate on A.S. Council in a non-voting, ex-officio
capacity. (Adopted 11/16/94)
- The representation within an established College Council may be
changed by either the action of that particular College, in accordance
with their bylaws, or by a two thirds (2/3) vote of A.S. Council.
- Members shall be seated on the College Council by a student vote
within the club, class, department, school or college that they are
representing to the College Council.

College Council President's Association
- The College Council President's Association (CCPA) is organized
for the purpose of promoting the interests of the students of the
seven colleges, to facilitate the communication between each College
Council and the A.S. Council, and to advise the A.S. Council on financial
matters of general concern to the seven College Councils.

Composition
- The CCPA shall have the following voting composition:
- The council presidents from each of the seven colleges
- The A.S. President, as CCPA Chair
- The CCPA shall have the following ex-officio, non-voting members:
- A.S. Executive Vice President or designee
- A.S. Vice President for External Affairs or designee
- A.S. Vice President of Finance or designee
- A.S. Vice President of University Affairs or designee (Added

- University Vice President of Student Affairs or designee
- The CCPA may create additional ex-officio non-voting members
with the approval of A.S. Council.

Responsibilities of College Councils
- College Councils shall be responsible for those areas particular
to their specific college including, but not exclusive to budgeting,
clubs, and employment opportunities for students.
- College Councils shall keep charters and bylaws current and on
file in the A.S. Government Affairs Office.

Relationship to A.S. Council
- Any decision passed by a College Council may be vetoed by a two
thirds (2/3) vote of the A.S. Council.
- Any complaint involving a College Council shall follow the normal
complaint procedure for the Associated Students, only after exhausting
all other administrative remedies and procedures of that College Council.
