GOVERNING BOARDS (Revised 11/17/93, 04/28/99, 4/25/01)

  1. The A.S. may charter governing boards, through which the Council delegates the administration of those areas defined by the A.S. Council. The A.S. Council retains the power to revoke any such charter. Associated Students governing boards whose student at large members are appointed by the A.S. Council are specifically:
    1. Academic Advising Center Board (established 4/14/04)
    2. Audit Committee
    3. Career Services Student Advisory Board
    4. Children's Center Board
    5. Counseling & Psychological Services Student Advisory Board
    6. Cross Cultural Center Advisory Board (Established 4/17/02)
    7. Cultural Arts and Special Events Board
    8. External Affairs Board
    9. Facilities Board
    10. Finance Board
    11. Graduate Student Association (established 12/03/03)
    12. Multi-Cultural Caucus (established 4/18/07)
    13. Recreation Board
    14. Student Activities & Campus Life Advisory Board (Added 10/11/06)
    15. Student Disability Services Student Advisory Board
    16. Student Health Advisory Board
    17. University Affairs Board (Added 4/17/02)
  2. These Boards shall have the delegated authority to direct the transfer of money between existing line items without going to Finance Board, within the following guidelines:
    1. The amount transferred into a line item must be less than ten (10) percent of that line item's original Finance Board budgeted amount.
    2. No line item may be reduced by more than twenty (20) percent of its original Finance Board-budgeted amount.
    3. All such action must be promptly reported in writing to the Finance Board and the A.S. Executive Director.
    4. Finance Board may supersede the Board's right to transfer money into/from certain designated line items.
The above limited delegated authority supersedes any provisions to the contrary in an A.S. Board's Charter.

Revisions to Bylaws and Charters

The A.S. Council shall have the power to revise these Bylaws as well as the various A.S. board charters upon a two thirds (2/3) vote of those present and voting, provided that official notice of the proposed intent to revise the bylaws or charter has appeared in two separate issues of the Daily Aztec immediately preceding the Council meeting at which the vote is to be taken. The notice shall include the location(s) where copies of the specific proposed changes can be obtained by interested parties. The Council may change only the method of advertising, doing so by a two thirds (2/3) vote.
63 The provisions of these Bylaws and all charters shall continue in effect until the signatures of President of the Associated Students and the University are affixed to the revisions.
64 No member of the Associated Students shall hold a voting membership on more than one A.S. governing board, except in the situation described in Governing Boards, Section 61, Revisions to Bylaws and Charters, Section 62 of these Bylaws. This provision shall not apply to the Executive Officers or designees. However, designees may not serve on a governing board in the capacity of a student at large.
65 A student who is a voting member of any governing board and is also being considered for a position which that board will recommend for appointment shall automatically be replaced by a member of the A.S. Council in that selection process. When such a situation arises, the Chairperson of the board shall notify the A.S. President, who will then appoint a representative from the A.S. Council. This representative shall have full voting rights and privileges as a regular voting member in the selection process.
66 Each governing board that has not met for one (l) year or more must have its Charter renewed before that board may operate.
67 Each board must submit an annual review to Council at the end of each academic year.
68 SIn the event that a student at large member of an A.S. board cannot fulfill the duration of his/her term, the first alternate of that board shall fill that seat and must reapply during the next Board appointment process. A student at large shall be defined as a member of the Association who is not a member of A.S. Council or any A.S. governing board or committee.

Board & Committee Chair's Association (BCCA)(Adopted 11/16/94, Revised 04/28/99, 4/17/02)

  1. The Board & Committee Chair's Association is organized for the purpose of promoting the interests of the A.S. Boards and Committees, to facilitate the communication between each A.S. Board and Committee and the A.S. Council.
  2. Membership (Revised 4/17/02)

    1. The BCCA shall have the following voting members:
      1. Academic Advising Center Board (established 4/14/04)
      2. Audit Committee
      3. Career Services Student Advisory Board
      4. Children's Center Board
      5. Counseling & Psychological Services Student Advisory Board
      6. Cross Cultural Center Advisory Board (Established 4/17/02)
      7. Cultural Arts and Special Events Board
      8. Elections Committee
      9. External Affairs Board
      10. Facilities Board
      11. Finance Board
      12. Graduate Student Association
      13. Multi-Cultural Caucus
      14. Recreation Board
      15. Rules Committee
      16. Student Disability Services Student Advisory Board
      17. Student Activities & Campus Life Advisory Board
      18. Student Health Advisory Board
      19. University Affairs Board (Added 4/17/02)
      20. The Executive Vice President, who shall serve as Chair of the BCCA.
    2. The A.S. President or designee shall serve as an ex-officio, non-voting member of the BCCA.
    3. The BCCA may create additional ex-officio non-voting members with the approval of the A.S. Council.
