Terms of Office
A.S. Council members terms shall be a calendar
year, or in the case of vacancies, the unexpired term. |

Ex-Officio Members
Ex officio members shall be officially seated
on the A.S. Council. They shall have full rights, except that of voting,
and shall include:
- The A.S. Executive Director or duly appointed representative.
- An Alumni Association representative to be appointed by the Alumni
Association Board.
- The A.S. President's Cabinet members.

Member Vacancies
Any vacancy in an elected or appointed office
of the A.S. Council or its Boards shall be filled by special election
or appointments as deemed appropriate by the A.S. Council. Such a successor
shall serve until the next general election. (Revised 04/28/99) |

Executive Committee
- The A.S. Council shall have an Executive Committee composed of
the President, the Executive Vice President, the Vice President of
External Affairs, the Vice President of Finance and the Vice President
of University Affairs of the Association, plus eight (8) additional
members who shall be elected by the A.S. Council from its membership,
to serve for a term of one year, unless Executive Committee member
no longer sits on A.S. Council. A.S. Council will fill the vacated
position by the process originally used. The Executive Committee shall
be chaired by the A.S. President. (Revised 05/13/98, 11/18/98, 4/17/02)
- The Executive Committee shall be subject to the direction of the
A.S. Council in the administration of the Council's affairs.
- The Executive Committee shall be authorized to appoint an A.S.
Parliamentarian who shall be ex officio, non voting member of the
A.S. Council. The Parliamentarian shall be a part-time employee for
A.S. and paid an hourly wage.

Standing Committees
The A.S. Council shall organize five (5)
Standing Committees to be called the Awards Committee, the Elections
Committee, the Committee on Committees, the Rules Committee, the Audit
Committee and the Executive Committee, composed of a Chairperson and
at least three (3) other members of the Associated Students, who shall
be nominated by the A.S. President and approved by the A.S. Council.
The charge and specifications to these committees shall be delineated
in the A.S. Standing Committee Codes (further defined in A.S. Council,
Sections 33-40 of these Bylaws and Articles I-VIII of the Standing
Committee Code). |

Board and Committee Membership
Ex officio members shall be officially seated
on the A.S. Council. They shall have full rights, except that of voting,
and shall include:
- With the exception of the Chairperson, each student-at-large member
of the A.S. Boards and Standing Committees shall serve for a term
of one semester, and shall be eligible for reappointment, with priority
given to returning members. (Revised 4/25/01)
- No member of the A.S. Council shall hold voting membership on more
than one Standing Committee or A.S. Board, except the External Affairs
Board, the University Affairs Board and the Cultural Arts and Special
Events Board, which shall be only in addition to their assigned Board
and/or Committee, with the exception of the Executive Officers or
unless otherwise stipulated in these Bylaws. (Revised 4/25/01, 7/17/02)
- The President Pro Tempore shall have membership on both Executive
and Rules Committees.
- After each A.S. Council member has been placed on a board/committee,
he/she may serve as a member on one additional board/committee. If
a newly elected or appointed Council member requests appointment to
a second board/committee served by a Council member, they may do so
as approved by the A.S. Council.

Board and Committee Appointments (Revised 04/28/99)
- As soon as possible following the spring election, the newly elected
Executive Vice President shall formulate recommendations on A.S. board
and committee assignments made under Officers, Section 20 (d), A.S.
President. The appointees recommended by the Executive Vice President-Elect
shall be formally approved by the new A.S. Council. (Revised 04/28/99)
- As soon as possible, following the beginning of the fall semester,
the Executive Vice President shall formulate recommendations on A.S.
board and committee assignments made under Officers, Section 20 (d),
A.S. President. The appointees recommended by the Executive Vice President
shall be formally approved by the A.S. Council. (Revised 04/28/99)

Role of Standing Committees
Except as provided in these Bylaws, standing
committees shall be advisory to the Council and subject to Council
direction in the development and implementation of Association policy
and practices. |

Authority of the Executive Committee
- The Executive Committee has the power to appoint ex officio non
voting members with concurrence of A.S. Council.
- The Executive Committee will act on Associated Students matters
and fulfill the official powers of the Council during any summer or
winter recess/intercession. When action is taken by the Executive
Committee, minutes explaining the action will be distributed to all
Council members as soon as possible at the next regularly scheduled
Council meeting.

Parliamentarian
The Parliamentarian shall be selected in
the following manner:
- Applications will be open for ten (10) school days, announced on
two separate days by advertisements in regularly published A.S. media.
- Applications shall be screened by the Executive Committee and their
majority choices shall be submitted to the A.S. Council for ratification
by a majority vote of those Council members present and voting.
- The term shall run from spring to spring.
- The A.S. Parliamentarian may be removed by a two thirds (2/3) vote
of the Executive Committee, pending a vote of concurrence of those
A.S. Council members present and voting at a regular meeting of the
Council.

Limitations on Employment
No voting member of the Associated Students
Council or its governing boards shall be an employee of the Associated
Students with the sole exception of the President, Executive Vice President,
Vice President of External Affairs, Vice President of Finance and Vice
