The Executive Officers of the Associated Students shall be President,
Executive Vice President, Vice President of External Affairs, Vice President
of Finance and Vice President of University Affairs. (Revised 4/17/02) |

A.S. President
- The President shall have authority to call meetings of the Association
and the A.S. Council.
- The President shall preside at the meetings of the Association
and the A.S. Council.
- The President shall chair the College Council President's Association
(CCPA). (Revised 11/16/94)
- The President or his/her designated representative shall serve
as ex officio member of all Boards, College Councils, organizations
and committees of the Association if attending meetings consistently,
unless otherwise stipulated by these Bylaws. If regular attendance
is not met a new designee shall be appointed or the seat shall be
vacated for the semester.
- The President shall represent and act on behalf of the Association
at any applicable event, meeting, etc., unless otherwise stipulated
by these Bylaws.
- The President shall be empowered to make all decisions concerning
the efficient day to-day operation of the Association.
- The President shall chair the A.S. Council Executive Committee.
- The President shall be responsible for the implementation of any
policies and actions of the A.S. Council that are not subsumed under
the jurisdiction of the boards, committees, or officers as specified
in the Bylaws of the Association.
- The President or his/her designated representative shall be the
representative at San Diego County Collegiate Council.
- The President or designee shall serve as one of the Association's
voting members of the University Senate.(Revised 11/16/94)
- The President shall nominate students to fill vacant student seats
on the Campus Fee Advisory Committee (CFAC) as well as the Aztec Shops
Board of Directors, subject to the approval of the A.S. Council. (Adopted

- Campus Fee Advisory Committee. The President is responsible to
nominate the names of six (6) regular student members and two (2)
alternate student members to CFAC. The student members of CFAC shall
provide periodic reports to the A.S. Council. More than three unexcused
absences or failure to provide periodic reports to A.S. Council
shall result in the recommendation to the SDSU President for the
removal of the student as an appointed student representative upon
the recommendation of the Rules Committee and approval of A.S. Council.

- Aztec Shops Board of Directors. When considering appointments
to vacant seats on the Aztec Shops Board of Directors, the A.S.
President shall seek a nomination from the Residence Hall Association
(RHA) for at least one of the five (5) student seats on the Board.
The student members on the Aztec Shops Board of Directors shall
provide individual periodic reports to the A.S. Council. More than
three unexcused absences or failure to provide periodic reports
to A.S. Council shall result in the removal of the student as an
appointed student representative upon the recommendation of the
Rules Committee and approval of A.S. Council. Periodic reports shall
be defined as written or verbal reports given at the A.S. Council

Executive Vice President (Revised 04/28/99)
- The Executive Vice President shall perform the duties of the President
in the President's absence and, in case of the vacancy of that office,
shall succeed to the office of the President for the duration of the
current term of office. The Executive Vice President shall serve as
an ex officio member of all Boards, College Councils, organizations
and committees of the Association if attending meetings consistently,
unless otherwise stipulated by these Bylaws or the various A.S. Boards
or Committee Charters. If regular attendance is not met a new designee
shall be appointed or the seat shall be vacated for the semester.

- The Executive Vice President shall serve as chair of the Committee
on Committees, and shall be responsible for the efficient functioning
of all A.S. Boards and Committees, which shall include consideration
and review of all A.S. board and committee appointments.
- The Executive Vice President, under the direction of the President
and the A.S. Council, shall be responsible for coordinating the orientation
of new officers and Council members.
- The Executive Vice President shall chair the Facilities Board and
shall be responsible for regularly informing A.S. Council of the Board's
activities.
- The Executive Vice President shall coordinate an approved diversity
workshop for A.S. Council members. (Revised 4/13/94)
- The Executive Vice President shall chair the Board & Committee

Vice President of External Affairs (Revised

- The Vice President of External Affairs shall perform the duties
of the President in the President's and Executive Vice President's

- The Vice President of External Affairs shall chair the External
Affairs Board and shall be responsible for regularly informing the
A.S. Council of the Board's activities.
- The Vice President of External Affairs shall be responsible for
informing A.S. Council of any activities in the CSU system, Legislature
of the State of California, statewide agencies and governments which
affect the students of San Diego State University. The Vice President
of External Affairs shall serve as the official delegate and represent
the Association with all activities regarding the California State
Student Association.
- The Vice President of External Affairs shall coordinate all research,
evaluation, development and application of student advocacy issues
approved by A.S. Council as it pertains to the above-listed entities.
- The Vice President of External Affairs shall serve as one of the
Association's voting members of the University Senate.

Vice President of Finance (Revised 04/28/99)
- The Vice President of Finance shall be third in succession to the
Presidency, behind the Executive Vice President and Vice President
of External Affairs. In the case of a vacancy of all three offices,
the Vice President of Finance shall succeed to the office of President
for the duration of the current term of office. (Revised 04/28/99)
- The Vice President of Finance shall chair the A.S. Finance Board
and shall be responsible for regularly informing the A.S. Council
of the Board's activities. The Vice President of Finance shall serve
as an ex-officio member of all Boards, College Councils, organizations
and committees of the Association if attending meetings consistently
unless otherwise stipulated by these Bylaws or the various A.S. Boards
or Committee Charters. If regular attendance is not met, the seat
shall be vacated for the semester. In conjunction with the Finance
Board, the Vice President of Finance shall oversee preparation of
the annual A.S. Budget and shall present detailed reports of the financial
condition of the Association to the A.S. Council.
- The Vice President of Finance shall serve as the Financial Administrator
for the Association. The Vice President of Finance may, at any time,
require full reports from any A.S. funded operation or activity (i.e.,
A.S. Boards, A.S. Publications, organizations, etc.). All A.S. business
management staff shall be under the control and direction of the Vice
President of Finance.
- The Vice President of Finance shall recommend financial policy
and guidelines for the Association in conjunction with the A.S. President,
A.S. Finance Board and the A.S. Council.
- The Vice President of Finance or designee will be responsible for
reviewing and approving prior to disbursement the claim schedules
(for disbursements of A.S. funds) for the Associated Students.
- The Vice President of Finance will submit for Council approval
a list of personnel who may sign for the Vice President of Finance
in his/her absence. The list will be presented to the A.S. Council
one week after the Vice President of Finance's installation.

Vice President of University Affairs (Added
4/17/02)
- The Vice President of University Affairs shall be fourth in succession
to the Presidency, behind the Executive Vice President, Vice President
of External Affairs, and Vice President of Finance. In the case of
a vacancy of all four offices, the Vice President for University Affairs
shall succeed to the office of President for the duration of the current
term of office.
- The Vice President of University Affairs or designee shall serve
as an ex-officio member of all Boards, College Councils, organizations
and committees of the Association if attending meetings consistently
unless otherwise stipulated by these bylaws or the various Board and
or Committee charters. If regular attendance is not met, the seat
shall be vacated for the semester.
- The Vice President of University Affairs shall, in cooperation
with the Executive Vice President and the Committee on Committees,
coordinate student representation on the University Senate, Senate
Committees, Senate ad hoc committees, and any other academic policy-making
bodies.
- The Vice President of University Affairs shall serve as the Association's
representative to the Senate Executive Committee, as well as one of
the Association's voting members of the University Senate.
- The Vice President of University Affairs shall, in cooperation
with the President, coordinate the appointment of student representatives
to all university search committees.
- The Vice President of University Affairs shall serve as chairperson
of the Associated Students University Affairs Board.
- The Vice President of University Affairs shall serve as the voting
representative for Associated Students on the University Senate Committees
on Academic Policy and Planning and the Undergraduate Council. (Revised

- The Vice President of University Affairs shall be responsible for
keeping the Council regularly informed on all issues related to University
policy making bodies, including, but not limited to, the University
Senate and its standing committees.
- The Vice President of University Affairs shall coordinate all research,
evaluation, development and application of student advocacy issues
approved by A.S. Council as it pertains to the above-listed entities.

Executive Officer Wages (Revised 4/30/97, 05/13/98,
11/18/98, 04/28/99)
The Associated Students pays wages to each of the five (5) Executive
Officers, the total of which shall be equal to the cost to attend
SDSU for a single undergraduate student living in off campus housing,
including SDSU registration fees, as determined by the SDSU Financial
Aid Office. The salary is paid as follows: (Revised 11/18/98, 4/17/02)
- The SDSU registration fees for the fall and spring semesters
may be deducted from the total salary and paid directly to the University.
(If an officer is enrolled in exactly 6.0 units, the difference
in fees due is not paid to that officer.) (Revised 11/18/98)
- The wages, less payroll taxes and any advance payments for SDSU
registration fees, are paid bi-weekly on the basis of the number
of hours worked during the pay period in accordance with the published

Ex-Officio Capacity of Newly Elected Officers
Following the spring elections and prior
to installation, the newly elected officers shall be ex officio, non
voting members of the A.S. Council and all A.S. Boards and Committees
to which their offices have seats. |

Filling Executive Officer Vacancies (Revised
04/28/99)
- In the event a vacancy occurs in the office of Executive Vice President,
Vice President of External Affairs, Vice President of Finance or Vice
President of University Affairs, an interim appointment shall be made
in a timely manner, with a qualified student who shall serve for the
remainder of the unexpired term. (Revised 04/28/99, 4/17/02)
- The A.S. President shall ensure applications announcing the vacancy
are publicly solicited in the Daily Aztec or other campus media and
opened to all interested eligible students. The length of the application
period (minimum of one week) and the frequency and method of advertisement
shall be at the discretion of the A.S. President and promptly reported
to the A.S. Council.
- Applications shall be screened and interviews shall be conducted
by the A.S. President and the remaining executive officers in accordance
with Association policy, and utilizing criteria appropriate for fulfilling
the requirements of the office. The nominee shall be subject to confirmation
by a 2/3 vote of the A.S. Council.
