EXTERNAL AFFAIRS BOARD CHARTER

I. |
PURPOSE
The purpose of this Board shall be to coordinate
the research and development of socio-political and legislative issues
affecting SDSU students on the local community, statewide and national
levels. The Board shall assist the A.S. Council in formulating policies
and positions, which can be advocated on behalf of SDSU students. (Revised

II. |
JURISDICTION
The Board shall have the authority to research
various social, political and legislative issues, which affect SDSU
students in the pursuit of their education. The Board shall also have
the power to recommend organized support or opposition (student advocacy)
by the A.S. Council of various issues, including formal preparation
and review of resolutions and recommendations relevant to the issues,
as appropriate. The Board shall consider itself advisory to A.S. Council
while contributing to the preservation of academic access, quality
and affordability and the defense of student rights. (Revised 4/17/02) |
III. |
DURATION
This Charter shall become effective immediately
upon being signed by the A.S. President, subject to the approval of
the A.S. Council, and the University President. |
IV. |
MEMBERSHIP
The Board shall consist of the following
voting members:
- The A.S. Vice President of External Affairs, who shall serve as
the Chair of the Board.
- Two A.S. Council members to be appointed each semester by the A.S.
Council, to serve for a period of one semester. They shall have the
responsibility of reporting the Board's actions to the A.S. Council
and interpreting the A.S. Council's wishes to the Board.
- The A.S. President or designee.
- The A.S. Executive Vice President or designee
- The A.S. Vice President of Finance or designee.
- The A.S. Vice President of University Affairs or designee. (Revised

The Board shall have the following ex-officio non-voting members:
- The Vice President for University Relations & Development or designee.

- The A.S. Executive Director or designee.
- The President of the Residence Hall Association or designee
- The Director of Housing or designee

V. |
ABSENCES
- Any appointed member of the Board who misses two of any ten consecutive
meetings without being excused shall be dropped from the Board.
- Any appointed member of the Board who is late five minutes or more
after the meeting has been called to order will be considered tardy.
Two tardies constitute an unexcused absence.
- Absences and tardies may be excused by the Board's Chair or by
a two-thirds (2/3) vote of approval of the Board.
- Tardies and absences will only be excused in emergency situations.

OFFICERS
- Board Chair.
- The A.S. Vice President of External Affairs shall serve as Board
Chair.
- The Vice President of External Affairs shall represent the External
Affairs Board at such times as when the Board is not meeting or
does not have a committee set up to represent them. This shall include
the interpretation of policy and procedure, with A.S. Presidential
review, until such times as the Board can meet to take appropriate
action.
- This person shall also act as the liaison between other student
governments and related entities.
- Vice Chairperson
- In the event of the absence of the Vice President of External
Affairs, the Vice Chair shall conduct the affairs of the Board.
- The Vice Chair shall serve as the chair of the Lobby Corps Committee
comprised of members of the board.
- The Vice Chair shall oversee the work of the Legislative Affairs
Researcher. The Legislative Affairs Researcher shall be responsible
for monitoring legislation affecting higher education and social
issues.
- Housing & Community Redevelopment Vice-Chair.
The Housing & Community Redeve5lopment Vice Chair shall serve
as the chair of the Housing & Community Redevelopment Task Force
- Public Relations Vice Chair.
- The Public Relations Vice Chair shall co-Chair the Public Relations
sub-committee for the External Affairs Board.
- The Public Relations Vice Chair shall be charged with the marketing
component of the External Affairs Board.
- The Public Relations Vice-Chair shall organize outreach and board
recruitment programs for the Board and its members.
- Internal Vice Chair.
- The Internal Vice Chair shall co-Chair the Public Relations sub-committee
of the External Affairs Board.
- The Internal Vice-Chair shall maintain internal communications
among board members and track member absences.
- The Internal Vice Chair shall be responsible for taking minutes
during any meeting of the Board.
- The Internal Vice Chair shall be the editor of the External Affairs
Board Newsletter.

COMMITTEES
- Lobby Corps
- The Lobby Corps shall ensure that students are trained and well-prepared
to speak to Legislators on behalf of San Diego State University,
and ensure that legislative visit protocol is practiced on a regular
basis. (Revised 4/12/06)
- The Lobby Corps shall bring forth resolutions and recommendations
on legislation to the External Affairs Board for review and action.
- The Lobby Corps shall assist the Board Chair with implementation
of voter registration drives and related events.
- Public Relations Sub-Committee
- The Public Relations Sub-Committee shall plan one philanthropic
event a year.
- The Public Relations Sub-Committee shall devise methods to keep
the students at SDSU up to date on all matters of the External Affairs
Board.
- The Public Relations Sub-Committee shall assist the Board Chair
with implementation of voter registration drives and related events.
- Housing & Community Redevelopment Task Force
- The Housing and Community Redevelopment Task Force shall advocate
on behalf of SDSU students regarding policies, programs, and provisions
for student housing owned and operated by SDSU or one of its related
auxiliary organizations.
- The Housing and Community Redevelopment Task Force shall provide
a forum for off-campus student housing issues and programs including
but not limited to affordable housing, tenant rights and responsibilities,
rental information and resources, etc.
- The Housing and Community Redevelopment Task Force shall provide
a forum for student concerns and participation regarding local community
redevelopment and urban revitalization projects that affect students.
- The Housing and Community Redevelopment Task Force shall propose
information, programs, resolutions, initiatives or resources for
review by the A.S. Council on matters concerning on or off-campus
student housing as well as local community redevelopment projects
affecting SDSU students. (Added 11/15/06)

VIII. |
MEETINGS
- A quorum shall consist of more than half of the filled appointed
voting seats. (Revised 4/17/02)
- The Board shall hold regular meetings with a two hour time span
and shall announce the times and places of those meetings at the beginning
of each semester.
- Special meetings may be called, as they are appropriate to the
needs of the Association.

IX. |
PROCEDURES
- The Vice Chair of Internal Affairs shall submit a copy of all Board
minutes to the Executive Director's Office for safekeeping as stipulated
in Section 59 of the A.S. Bylaws.
- In the spring of each academic year, requests for A.S. funds shall
be submitted by the Board to support its work, in accordance with
procedures established by the Finance Board.

CHARTER AMENDMENTS AND REVISIONS
This Charter may be amended or revised by
a two-thirds (2/3) vote of the A.S. Council as specified in Sections
62 and 63 of the A.S. Bylaws. All proposed amendments or revisions
shall be reviewed by the Board prior to consideration by the A.S. Council. |
