COUNSELING AND PSYCHOLOGICAL SERVICES ADVISORY BOARD CHARTER(Revised 4/18/07)

I.

PURPOSE

The purpose of this Associated Students Board shall be to assist the Center for Counseling & Psychological Services in an advisory capacity. Specifically, the Board will:
  1. Review and make recommendations regarding policies, programs and procedures to encourage and promote the Center's goals.
  2. Assist in communicating the goals and activities of the Center to the campus community.
  3. Present student concerns and assists in identifying trends, which are critical to responsive center programming.

II.

MEMBERSHIP

  1. Voting

    The Board shall consist of the following voting members:
    1. One Associated Students Council member to be appointed by the Associated Students Council.
    2. Students involved in the peer education class at C&PS are appointed for a period of one year. (Revised 4/18/07)
    3. Five student-at-large members in addition to the peer educators to be appointed by the seventh week of the Fall semester by procedures established by the Standing Committee Code for a period of one year. (Revised 4/18/07)
    4. Five student-at-large members to be appointed by the seventh week of the Spring semester by procedures established by the Standing Committee Code for a period of one year. (Revised 4/18/07)
    5. One faculty member to be appointed by the Senate in the spring semester to serve for a period of one year.
    6. Two staff representatives from Counseling & Psychological Services as designated by the Director.
  2. Ex-Officio, Voting

    The Board shall have the following ex-officio voting members as stipulated in the A.S. Bylaws, Sections 19-24:
    1. The A.S. President or designee.
    2. The A.S. Executive Vice President or designee.
    3. The A.S. Vice President of Finance or designee.
    4. The A.S. Vice President of External Affairs or designee.
    5. The A.S. Vice President of University Affairs or Designee.
  3. Ex-Officio, Non-Voting

    The Board shall have the following ex-officio non-voting members:
    1. All paid staff of the Center.
    2. One representative from the Assistant Deans of Student Affairs (schools and colleges) or designee.

    The Board may add still other ex-officio non-voting members, as it deems necessary.

    The Board may recommend to the Associated Students Council the removal of its member by a two-thirds (2/3) vote of the Board.

III.

MEETINGS

  1. Chair Officers

    The Chairperson of the Board shall be a student-voting member who shall be elected by the Board subsequent to the Spring General Elections or as a vacancy occurs. The Chairperson will serve a term of one year. The Chairperson of the Board shall maintain the responsibility of notifying the Associated Students Council of any Board vacancies.
  2. Quorum

    Quorum shall consist of more than half of the filled, appointed seats. (Revised 4/17/02)
  3. Absence

    Any appointed member of the Board who misses two of any ten consecutive meetings without being excused shall be dropped from the Board. Any appointed member of the Board who is late by fifteen minutes or more after the meeting has been called to order will be considered tardy. Two tardies constitute an unexcused absence.

    Board members are responsible for not missing three out of ten or more than two consecutive meetings. Absences and tardies may be excused by the Board Chairperson or by a two-thirds (2/3) vote of approval by the Board.

    Tardies and absences will only be excused in compelling situations.

  4. Minutes

    The Board shall designate a secretary to record minutes of each meeting and shall submit a copy of all Board minutes to the Executive Director's Office.
  5. Frequency

    The Board shall hold regular meetings at least twice a month, and shall notify the Associated Students of times and places of those meetings at the beginning of each semester.
  6. Duration - None

IV.

JURISDICTION

  1. The Board shall serve in an advisory capacity and may propose, plan, and jointly facilitate programs, which promote the purpose of the Board and the Center.
  2. The Board shall advise on the expenditure of Associated Students funds and shall appoint committees and committee chairpersons to assume designated responsibilities.
  3. The Board shall serve as the Associated Students representative to the Center for Counseling & Psychological Services for discussions and transmittal of student concerns.
  4. The Board may review and make recommendations regarding any matter related to Counseling & Psychological Services.

V.

PROCEDURES - None

VI.

CHARTER AMENDMENTS AND REVISIONS

The Charter may be amended or revised by a two-thirds (2/3) vote of the Associated Students Council, as specified in Sections 62 and 63 of the Associated Students Bylaws. All proposed amendments or revisions shall be reviewed by the Board prior to consideration by the Associated Students Council.
